DUTTON PARISH COUNCIL

Minutes of the Annual Parish Council Meeting held on Thursday 16th May 2019 at Bartington Chapel at 8.00pm.

Present: Councillors W Antrobus, Bloor, Brierley-Jones, Helm, and Morris.  Mr Ian Davenport

  1. APOLOGIES

Apologies were received from Councillors D Antrobus and Hough.  County Councillors Gibbon, Wright & Marshall

  1. DECLARATION OF INTEREST

No Declaration of Interest was made.

  1. Appointment of Chairman 2019/2020 – Councillor Bloor was appointed Chairman for the next 12 months.
  1. Appointment of Vice Chairman 2019/2020 – Councillor Hough was nominated and seconded as Vice Chairman. The Clerk would contact him regarding this nomination.
  1. Verification of Accounts Year Ended 31.03.19 – The Clerk gave the Y/E Balance of Accounts and this was verified and signed by the Chairman.
  1. To confirm the minutes of the Parish Council Meeting held on Thursday 29th March 2019

            MATTERS ARISING

 

  • Notice Boards – The Clerk asked that the lowering of the Notice Board was looked into quickly as its current height made it very difficult to use.  Councillor Brierley-Jones said he would see to this.
  • Dutton Oak – The Clerk had not yet been in a position to put anything together for the proposed new Newsletter.
  • Parish Council Vacancy – Mr Ian Davenport was at the meeting as a prospective new Member to the Parish Council.  This was discussed and after a vote was taken, Mr Davenport was duly co-opted.
  • Drive Way Marsh Lane – CW&C had contacted the Clerk and informed her that the site had been visited and action would now be taken.
  1. CORRESPONDENCE

 

  • Zurich – Insurance Renewal: £144.59 – This renewal was passed for payment.
  1. PLANNING APPLICATIONS

 

Application No: 19/01347/DIS – Discharge of Conditions 3(External materials), and 7 (demolition and conversion phases) on planning permission 16/04171/FUL – The Farm House, Marsh Lane – No objections were raised

 

Application No: 19/0116/FUL – Erection of lightweight ‘Lauralu’ Canopy structure to original service yard area – Schmitz Cargo Bull (UK) Ltd – Tarporley Road, Whitley – Objections had been received from local residents in regards to this application.  Members were asked to view this and let the Clerk have their views before any comments were made to CW&C

 

Application No: 19/0814/FUL – Field Access – Land at Marsh Lane – No objections were raised.

 

Application No: 18/03319/FUL – Retrospective Domestic Garage – Hill Farm, Northwich Road, Dutton – No objections were raised.

  • ChALC Membership – The Annual Membership for ChALC was £132.48.  This was passed for payment.
  • The Clerk had reported the blocked grid near to Dane Manor Farm to CW&C
  • The road signs at the Junction of A533 and Barkers Hollow Road had been knocked out of position and it had been noticed that some oversized vehicles had been seen using the Road.  Councillor Bloor said he would asses and hopefully rectify the situation.
  • The Clerk was asked if it would be possible to get hold of the Deeds for the Council owned land at the rear of Northwich Road, as it was believed that some encroachment by the nearby properties had been made.
  • SPEnergy had sent some information on who to contact in a power cut.  Posters would be put on the Notice Board.

Councillor Brierley- Jones presented a short report for the Parish Council.

Councillor Helm said she would speak to her contact at Whitley School for a report.

The Clerk was in contact with the WI in regard to a report from them.
