DUTTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Tuesday 17th March 2020 at Davenports Tea Rooms at 8.00pm.

Present: Councillors Bloor, P Brierley-Jones, C Brierley-Jones, Davenport & Hough.  County Councillor L Gibbon (Kindly attended even in light of the COVID-19 restrictions)

  1. DECLARATION OF INTEREST

Councillor Bloor made a Declaration of Interest.

  1. To confirm the minutes of the Parish Council Meeting held on Thursday 23rd January 2020

          MATTERS ARISING

  • Work by British Rail on Lodge Lane – British Rail were carrying out extensive work after a collapse near to the Viaduct on Lodge Lane. This was the only way to access the site and this meant a lot of heavy vehicles.  The Council were concerned about the damage this would cause to the road and possibly the canal bridge and also the damage that had already been caused to the grass verges on the junction of the A533 and Lodge Lane.  After a great deal of discussion, Councillor Gibbon said she would make contact with all necessary parities and ask that any damage to the road surface would be looked at in a timely manner.
  • Village Speed Limits – No charge would be made for the assessments but the costs for anu advertising and implementation (in the event a reduction is proposed and there is desire to implement) the costs would be divided 50/50 between the Parish Council and Cheshire West.  The Clerk was asked to request an assessment of Higher Lane and an extension of the 30 limit on Northwich Road.
  • Land at Rear of Northwich Road – Councillor Antrobus was not at the meeting to report anything.
  • Bartington Chapel – Councillor Helm advised that the Council did not owe anything to Chapel.  It was still uncertain as to what would happen to the building.
  • Parish Council Website – Tangled Web Solutions had sent some information regarding the hits that the Website was getting.  In the past 2 months, 26 unique visits to the site had been made.
  • Dutton Oak – The Clerk had produced an edition of the Dutton Oak.  Discussions were held on how it would be distributed.  Councillor Helm offered to help the Clerk with this task.

  • Tangled Web Solution – Invoice £300.00 – This was approved for payment.

Application No: 20/00121/FUL – Single Storey Side Extension – 4 Hill Top Road – Pending

Application No: 20/00047/FUL – Creation of new access on Marsh Lane, erection of timber posts & rail fencing and gate (Closure of existing access on A49) – Dones Green Farm – Pending

Application No: 19/03188/FUL – Retrospective application for a change of use from agricultural plant and machinery store to workshop and storage for electronics business together with vehicle holding area awaiting installation works within the new workshop – Hill Farm, Northwich Road, Dutton – Pending

  • Ashbrook Plant – Woodside Farm – A concerned local resident had contacted the clerk regarding all the work being carried out by this company. A large compound had arisen quite a long distance away from the main site and it had been noted that a lot of gateways had been extended, many with hard standings at their access points.  Complaints had also been made about the warning signs on some of these gateways as people found them offensive.  The Clerk had contacted the Enforcement Department at CW who had lodged the complaints, but they had advised that due the heavy workload, it may take some time before these matters could be investigated.
  • Review & Payment of Clerks Salary – The Clerks Salary was approved and passed for payment. Total £ 2,262.49
  • Councillors raised concern over the amount of time it was taking the CW Planning Department to deal with applications. Councillor Gibbon said that this matter was being addressed.
  • A suggestion was made for a VE Day Memorial Planter to be put in the village but it was uncertain as to where this would be put if purchased.
  • CW&C had advised that due to the escalation of the Corona Virus, the Ward Councillors would not be attending any Parish Council Meetings for the foreseeable future. They would however be contactable via phone and email.

It was uncertain as to when the next Parish Council Meeting would take place due to restrictions being implemented by the Government during the COVID-19 Pandemic.
