Minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Wednesday 18th May 2022 at 7.45 at Davenports Tea Room.

Present: Councillors Bloor, P Brierley-Jones, Hough, D Antrobus & Davenport

  1. APOLOGIES

Apologies were received from Councillors W Antrobus, Morris and C Brierley-Jones, County Councillors Gibbon, Wright and Marshall.

  1. DECLARATION OF INTEREST

Councillor Bloor made a declaration of Interest.

  1. Report from CW&C

The Clerk had circulated information sent from CW&C to all Councillors.

  1. APPOINTMENT OF CHAIRMAN 2022/2023

Councillor Davenport was proposed and seconded as the new Chairman.  This was accepted.

  1. APPOINTMENT OF VICE CHAIRMAN 2022/2023

Councillor D Antrobus was proposed and seconded as Vice Chairman.  This was accepted.

          MATTERS ARISING

  • Land at Rear of Northwich Road – After some discussion it was agreed Councillor Bloor would look into the cost of clearing the site so that it could be better maintained.  Discussions were also had as to whether signage should be put on the land regarding entry but further advice would be sought before any thing was decided.

  • Drainage Issues – Higher Lane – Councillor Antrobus had met with representatives of CW&C on site and it was hoped now that the required work would be carried out.

  • Queens Jubilee Celebrations – June 2022 – Councillor P Brierley Jones gave an update on the details of the Celebrations.  Details had been posted on the Dutton Parish Council Website.  The Council agreed to pay £500 towards this.  This included payment towards the Beacon, Band and the Bouncy Castle.  CW were also offering a payment of £100 from the Members Budget Grant to help towards the forthcoming Celebrations.  The application would be completed and returned.

  • Dog Exercising Area – Marsh Lane – No planning decision had been made but an official report of the level of noise was available.  It was found that the noise from the dogs in the exercise was not excessive.

  • Members Grant Application – Defib – Councillor Davenport was awaiting availability of Defibs but estimated the cost to be in the region of £1,400.00

  • Hydrogen Pipeline – No more information regarding this proposal had been received.

  • Japanese Knotweed Treatment – A treatment had taken place.

  1. Financial Review & Verification of Accounts ending 31.03.2022
  • The Accounts had been audited without issue. The AGAR Forms were completed and signed and the Clerk would send the necessary forms to the External Auditor.  The forms would also be published on the website.

Current Bank Statement Total: £ 8,695.00

  • C Swallow – Audit Fees: £ 60.00
  • Zurich Municipal – Insurance Renewal: £ 144.59

All above were passed for payment

10      Review and acceptance of Parish Council Risk Assessment  

  • It was agreed that the land at rear of Northwich Road should be added to the Risk Assessment.  This would be discussed again at the next meeting.
  1. AOB
  • Fly Tipping Issues – Councillor Brierley-Jones had raised this issue with the Clerk and had reported via the CW&C Website.  The issue had now been cleared.

  • Recording of Accounting Transactions – The Clerk informed Councillors that the Receipts and payment book was now full.  After some discussion it was agreed to purchase a new one at a cost of £65 plus VAT.

  • Service Yard Area, Bartington – The Clerk had been asked by a new resident near to the Service Yard if the Council knew of any future plans for this site, as it was currently empty.  The Council were not aware of anything at the present time.  The Clerk had suggested to the resident that they contact CW&C to see if they knew of any plans.

  • Residents of Northwich Road, living along the 30MPH stretch of road had raised a petition for some Traffic Calming Measures to be implemented before a serious accident took place, due to people not abiding to the speed limit.  The Clerk had forwarded this onto CW&C for their action and would keep the residents informed.  She had also invited them to attend the next Parish Council Meeting where the matter could be discussed.

  • A resignation letter had been received from Councillor P Brierley Jones.  She would be greatly missed.  It was also noted that Councillor W Antrobus was also retiring from the Parish Council with immediate effect.  Councillor Hough also stated his intention to retire in the near future.  The Clerk would make the necessary official arrangements for advertising the vacancies.
