Minutes August 2023

Minutes of the Parish Council Meeting held on Wednesday 30th August 2023 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Antrobus, Brierley-Jones, Christopher, Morrell & Underdown.  7 Residents of the Village.

1.         APOLOGIES

Apologies were received from Councillors Hough & Dawson, County Councillors Gibbon, Marshall & Wright

2.         DECLARATION OF INTEREST

No Declarations of Interests were made.

3.         Update from CW&C

            No updates were available.

4.         To confirm the minutes of the Parish Council Meeting held on Wednesday 12th July.

            MATTERS ARISING

  • Music Festival – Hope Farm – The Clerk had contacted the organisers to get their review of the event.  They said the event had gone well but not as well as they had envisaged.  They were planning to run the event next year and would keep the Council updated.
  • Speed Indicator Device – Preston Brook PC – The Clerk had chased Preston Brook PC without success.  She would try again to get an answer.

A recent and potentially very serious accident that had occurred on Northwich Road near to the Junctions of Higher Lane and Barkers Hollow Road had caused great concern.  Clr Gibbon had visited the site after the accident and met with residents.  A large number of requests had been made to CwaC and these included clearing of weeds on the pavements and along the walls, cutting back of trees and hedges, resurfacing of the road damage, replacement of bend warning sign, repainting of white lines, erection of crash barrier, 30mph slow signs and interactive signs at each end of this part of the village and extension of the 30mph speed limit to take in the bend.  The Clerk would ask for an update on the proposals. 

Contact would also be made to John Dwyer (Police Commissioner) and local MP Esther McVey to ask for their support.  The PCSO would also be contacted to find out whose area of responsibility this stretch of the A533 was in regards to policing. A Facebook pole was also suggested to find out residents opinions.

  • Meadow Farm, Marsh Lane – No plans had been seen for the extension at this address.
  • Dog Exercise Area – No more news had been received.
  • Canal Litter Bins – Clr Gibbon had investigated the matter and informed the Council that there were 3 bins and the cost of a new one was in the region of £500.  The cost for CWaC to empty them would be £10 per bin per week (£1500).  The Council asked the Clerk to speak to Clr Gibbon again in regards to this matter as they were hoping the emptying of the bins would be done free of charge as it would be done as part of the weekly household refuse collection.
  • Signage at Hill Farm – CWaC had visited the site and would contact the owner asking for removal of the signs.  The Clerk would contact them to ask if any headway had been made.
  • Dutton Parish Social Committee Account – The Clerk had not arranged a meeting as yet she had wanted to discuss the matter further with Council before doing so.  After giving more details it was agreed the clerk would arrange a meeting with Clr. Dawson and Mrs Brierley-Jones to see if the matter could be resolved.
  • Dones View Farm Barn – A new entrance had appeared in the fence close to this property.  This had been reported to CWaC highways who had asked planning enforcement to get involved and is would require planning permission even prior to reaching highways to be formalised.
  • Weed Clearance @ Bartington Crossroads – The Clerk had made a request to CWaC to get the weeds removed in this area.  No response had been received and the Clerk would make further enquiries.

5.         CORRESPONDENCE

  • ChALC Membership – The Subscription Fee of £136.16 was agreed.
  • A job fair was being held at Baron Quay on the 21st September.

7.        Financial Statement

Clr  Underdown wondered if anything could be done in relation to the new roof tiles being replaced at the Council properties on Hill Top Road.  The Clerk asked her to supply details of a contact so enquiries could be made. 

The Clerk had been having some issues with making contact with the Website providers.  She would try again and a suggestion was made to make a proposal to them that privileges are given to the Parish Council so that they could upload data themselves.

The hedge opposite the Tunnel Top was in need of cutting.  A nearby resident and the Clerk would contact the Canals & Rivers Trust regarding this.

A Christmas Meal was suggested and Clr Davenport would get menus from the Leigh Arms.  Date to be arranged.
