Minutes of the Parish Council Meeting held on Wednesday 18th January 2023 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Brierley-Jones, Bloor, Antrobus, Hough, Dawson & Underdown. County Councillors L Gibbon and N Wright.  3 Resident of the Village.

1.         APOLOGIES

No apologies were received but the Clerk informed the meeting that she had had a resignation email from Councillor June Morris.  It was decided not to do anything regarding a replacement as the Parish Elections were taking place in May. 

2.         DECLARATION OF INTEREST

Councillor Bloor made a Declaration of Interest.

4.         To confirm the minutes of the Parish Council Meeting held on Wednesday 18th  December 2022

            MATTERS ARISING

  • Dog Exercise Area – Marsh Lane – This application had been refused on matters of Green Belt and other issues. 
  • New Defibrillator – The Clerk had placed the order.  The total cost including VAT was £ 1692.00.  The payment was confirmed.
  • Northwich Road Residents Petition – The Clerk would try and contact the residents to let them know that PCSO Michelle Gillett was trying to make contact with them to discuss the issues they were concerned about.
  • Flooding Higher Lane – Councillor Antrobus informed the meeting that some work had now been carried out and the situation had improved.
  • Litter A533 (Applegreen) – Since the opening of the Applegreen development it had been noted that the volume of litter on the A533 had increased.  Councillor Dawson had organised a litter pick on the 22nd January.  It was also suggested that a letter was sent from the Parish Council to the owners of the Development to ask if they would be willing to contribute in any way to alleviating the litter issue.

5.         CORRESPONDENCE

  • Information had been received from Liverpool Airport regarding changes of flight routes.  The Clerk would forward this to members.
  • Whitley Parish had emailed stating that they would be holding an Afternoon Tea for the Kings Coronation on the 6th May and asked if Dutton wished to join them.  The Parish Council would be happy with a joint event and help wherever necessary.

7.         Financial Matters

Current Balance: £ 7741.59

  • Budget & 2023/24 Precept Requirements – The Clerk presented the Revised Budget and after discussions, it was proposed and agreed that the Precept would be the same as last year at £3,300.00

8.         AOB

The Clerk had been unable to attend the zoom meeting relating to the Council Elections.  She would however be attending the Elections Briefing Meeting at Wyvern House on the 6th March.  This was for both the Clerk and Candidates.

Councillor Davenport asked, in light of rising costs, if the Parish Council would be prepared to pay for the use of the Tea Rooms for their meetings.  As payments had previously been made to the Chapel, this was not an issue.  £20 a meeting was proposed and agreed.
