Minutes January 2024

Minutes of the Parish Council Meeting held on Wednesday 17th January 2024 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Antrobus, Brierley-Jones, Dawson, Christopher, and Underdown.  County Councillor Gibbon and 2 Residents of the Village.  PCSO M Gillett

1.         APOLOGIES

Apologies were received from Councillors Hough and Morrell.

2.         Declarations of Interest – No declarations were made.

3.         PCSO Report

            A visit to the Parish Council meeting would be made once a quarter.

            A list of all Councillors emails was requested.

Traffic monitoring on the 40mph limit on the A49 near to Acton Bridge was requested.  A traffic safety check would need to be made before anything could be done here.

4.         Report from CW&C

General 

  • Requesting Parish Plans – projects allocated to existing Parish funds. Looking to see where we could proactively support with Member Budgets in 2024/25.
  • Working with MP for Investment in Marbury related to Network North and funding from HS2 (Winnington Bridge options)
  • Members Budgets/ Grants – requests open until the 28th Jan.
  • Schools all receiving training in web awareness and wellbeing through members grants.
  • CEO Meeting Agreed for all PCs – Cllrs and clerks to attend, need to know attendance numbers and areas of general and specific concern. Template will be circulated with return deadline.
  • CEO Marbury Meeting 29th February at 6.30pm to 8pm at Wincham Community Centre, Church St 
  • Space hive / Crowd Funding- 29 proposals none from Marbury – opportunity to apply in next round probably summer or autumn as springs been cancelled -up to 70% of funding could be allocated.
  • Road condition and flooding continue to blight the ward. CWaC money is not in abundance to fix the deteriorating condition of our assets, planning of maintenance needs improving – although plenty of activity across the ward/ driven by both the regular surveys and reports through the App (encourage residents to keep reporting)
  • United Utilities – lunch and learn 18th January 12 till 1pm on Teams -information on receiving help through their affordable scheme +there is a hardship and priority website which vulnerable customers can register for support.

Consultations:

  • Participate Now – ongoing for Residents and PCs register online.
  • Budget. consultation – Closed 10th December 2023, and will inform decisions on the overall budget that Councillors make in February 2024
  • Transport Strategy out for consultation closes 28th January. 

Planning

Applications Approx 500 outstanding borough wide down from 700

Marbury – 52 – 34 with a case officer and 18 awaiting an officer.

This has been asked for a quarterly update.

Speeding

Dutton / reviewing speed limit related to the sad death A533 Northwich Rd (reviewing 50mph)

Proposals for Thought 

Neighbourhood Plans – design /housing/planning / changes to the National Planning Framework making it simpler.

Resilience Plans – on any kind of risk including flooding in preparation– warm hubs/ equipment although sandbags are no longer free

5.         To confirm the minutes of the Meetings held on Wednesday 29th November 2023

            MATTERS ARISING

  • A533 Northwich Road – Road Issues / Speed Limit Reduction – Nothing further on this matter.
  • Dog Exercise Area – Marsh Lane – The Council had received notification that the appeals here had been successful.  However, it was noted that a number of conditions had been laid out which included opening times, extra screening and a limit to the number of dogs allowed at any one time.
  • River Litter Bins – More discussions were held and again the Leigh Arms would be approached.
  • Signage at Hill Farm – The Clerk had contacted the Enforcement Department regarding this, and they had said the signage was ok.  However, it was felt that Enforcement had got their wires crossed at which signs were being referred to.  Councillor Dawson had tried to visit the owners but without success.  Photographs would be taken of the signs in question.
  • Dutton Parish Social Committee Account – Councillor Dawson had not been able to do any more at the present time.
  • Dones View Farm Barn – New Access – CW Enforcement had responded saying it was on their list of actions, but they could not say when it would be looked at.  In the meantime, a new application for a Forestry Building and track had been received.  It was commented that this application had been refused.
  • Weed Clearance @ Bartington Crossroads – CW&C had said this area was on their to do list in the Spring. 
  • Hedge opposite Tunnel Top – Canals & Rivers Trust had said this had been cut but the Council were not sure if this was correct.  Clr Underdown would investigate and take photographs.

6.         CORRESPONDENCE

  • P Bate Landscapes – Invoice £ 240.00 – This invoice was passed for payment.

7.        Financial Statement

            Current Balance: £ 5707.93

8.         Budget Proposals 2024/2025 – The budget proposals were discussed and accepted.

9.         Precept Requirements 2024/2025 – It was agreed, after the Budget was discussed, that the precept would be set at £ 3300.00. This was the same as last year.

11.       AOB

The Clerk was asked to report the following:

  • Potholes on Marsh Lane at junctions of A49 and Higher Lane
  • Flooding on A49 near to Junction of Marsh Lane
  • Flooding on Higher Lane
  • Flooding in Dutton Hollows.

Whitley Parish Council had asked if the Parish Council wished to be included in the D Day Celebrations that were to be held in June alongside the Whitley Rose Queen Event.  This was agreed to.  Councillor Dawson said he would be happy to be involved with the arrangements if needed.
