DUTTON PARISH COUNCIL
Minutes of the Parish Council Meeting held on Tuesday 7th July 2020 at Davenports Tea Rooms at 8.00pm.
Present: Councillors Bloor, P Brierley-Jones, C Brierley-Jones, Davenport, Hough & Morris.

Councillor Bloor made a Declaration of Interest.

MATTERS ARISING
- Village Speed Limits – CW had replied stating that it would not be possible to extend the 30mph speed limit on Northwich Road as the stretch in question did not fit the necessary criteria. With regards to Higher Lane an assessment could be logged, and the PC were asked, that if it was deemed necessary to reduce the speed limit, they would be happy to pay 50% of the costs. The Clerk was asked to request the assessment and ask CW to clarify the payment.
- Land at Rear of Northwich Road – The Deeds and site plan had now been received. It did not however show the access point. Maybe it would be possible to get more detailed information from the Land Registry. Encroachment from the houses had been made onto the land. Councillors Bloor and Brierley-Jones would pay a visit to the site and assess the situation.
- Parish Council Website – New legislations with regards to making the Website accessible to all were being brought in on the 23rd September. Councillor Helm had kindly attended a Zoom Meeting with regards to these matters. She had spoken to PC’s web provider who said the matter was being looked into. It was implied that a cost in the region of £150 would be involved. This was only to be expected. The Clerk thanked Councillor Helm for her help with this matter.
- Dutton Oak – After some discussion it was agreed to issue one paper copy to every household in the Village to ascertain requirements for the newsletter. The Clerk was asked to find out how many properties there were in the village.
- Ashbrook Plant Hire – Nothing more had been heard on matters raised and the Clerk was asked to chase them with CW&C.
- Financial Review & Verification of Accounts ending 31.03.2020 – The Accounts were verified. The Clerk informed members that the Accounts were being audited by Mr Chris Swallow. A few items needed clarification, and these would be addressed.
- Review of Risk Assessment / Standing Orders – This was reviewed and signed.
- Work by British Rail on Lodge Lane – Councillor Gibbon had contacted the Clerk to inform her that all necessary parties had been notified of the Councils concerns and it was hoped any matters arising would be dealt with as soon as physically possible. The Clerk was asked to thank Councillor Gibbon for her input and assistance with this matter.
