Minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on
Wednesday 21st July 2021 at 7.45 at Davenports Tea Room.
Present: Councillors, P Brierley-Jones, Davenport, Morris, and D Antrobus. County Councillor L Gibbon
- APOLOGIES
Apologies were received from Councillors W Antrobus, Hough, Bloor, & C Brierley-Jones, County Councillors Wright and Marshall.
- DECLARATION OF INTEREST
No Declaration of interest were made.
- To confirm the minutes of the Annual Parish Council Meeting held on Wednesday 12th May 2021
MATTERS ARISING
- Audit Y/E 31.03.2021 – The Clerk confirmed that the accounts had now been audited. The Annual Governance Statement was completed. The Accounts would be published on the website.
- Land at Rear of Northwich Road – The letters had now been sent to the residents and a reply had been received. The Clerk suggested that a response be raised after the next meeting as a number of councillors who had visited the site were not in attendance. The Council were a little disappointed that no residents of the village were present at the meeting.
- Dutton Oak – Councillor Helm and the Clerk were still working on this. Some more information was received/discussed, and Councillor Davenport said he would get the information requested from him to the Clerk as soon as he could.
- Drainage issues Higher Lane – The Clerk and Councillor Gibbon had been informed that the work here had been carried out and the matter resolved. Councillor Antrobus did not think this was the case. He said he would go and investigate and report back.
- Tunnel Top Fence – CW&C had informed the Council that after several discussions with the owner, it had been agreed that the fence would be lowered to no more than 1 metre by 31.07.2021.
- Airbnb Properties – The Clerk had received information regarding this matter and had been advised that if the Parish Council felt this was a material change of use, then it would need planning permission. If they wished to take it further, they should lodge a complaint with the planning enforcement. The Councillors present agreed that at this present time, there was no need to take the matter any further.
- Proposed telecommunications development: EE 77123, Aston Grange Farm GF, Aston Grange Farm, Off Aston Lane, Aston, Runcorn, WA4 4HW – Details had been sent informing the Council that the height of this proposed development was due to be increased. No objections were raised.
- CORRESPONDENCE
- Invoice for Audit – £ 55.00 This was agreed and paid.
- CW&C – Notification of Planning Appeal – Inquiry – Dones View Farm – An inquiry was to be held on 27th July at Wyvern House in regard to this planning appeal, which the Council believed to be in relation to the Refusal of Change of Use from workshop/barn to a dwelling.

Councillor Lynn Gibbon gave the Council details on the following:
- Bids for Trees – In relation to the Queens Jubilee
- Grants for Ponds
- Consultations on the Local Plan
- Waste Strategy Meeting – 27th July – Councillor P Brierley Jones hoped to attend
- Engaging with the Community & Planning for the Future
- Flood Committee
- Review Parish Council Standing Orders – After perusal it had been noticed that a few of the standing orders required some alteration. The Chair said that she would go through them again and the matters needing attention could be discussed at the next meeting.
- The Queen’s Platinum Jubilee Beacons – 2nd June 2022 – It was agreed to discuss this matter further at the next meeting due to some Councillors being absent. It was however agreed that something should be done in the village to celebrate this occasion.
- Planning Application: 21/02697/FUL – The Farm House, Marsh Lane
Single Storey Side & rear extension, two storey extension including balcony & single storey porch extension – No objections were raised.
- A resident of Vale Court had asked the Council to look at the possible presence of Japanese Knotweed on the land at the rear of Northwich Road. CW&C had been contacted regarding this matter and was awaiting their reply. Councillor Bloor had mentioned in the region of £300 to get rid of it, but had asked if the Knotweed had definitely been identified. Councillor Davenport said he would visit the site to confirm and report to the Clerk and Councillor P Brierley Jones.
- The Clerk had been informed that Travellers had been present on land at Woodside Farm. These had now gone.
- The Clerk had been approached by CAMRA regarding the Tunnel Top. This was discussed and the Council did not particularly wish to get involved but had no objections to CAMRA taking up the matter if they so wished.
- Councillor P Brierley Jones had attended 2 training courses recently in relation to Parish Council Business. The Clerk had also received a timetable of future courses if anyone else wished to attend. The Clerk voiced her opinion that any courses attended by herself, or Councillors should be paid for by the Parish Council
- NALC had sent a list of available Funding for community projects. At her request, this was given to the Chair for perusal.
- CW&C had published a COVID Statement Post 19th July. The Clerk would ask for it to be put onto the website.
- A report had been received from Whitley School. This would be read out at the next meeting.
- SLCC Branch Conference 2021 – 29th September – The Clerk was given permission to attend on the Councils behalf. The cost would be £ 30
- Concern was raised about the smell coming from the septic tanks used by the caravan park. It was agreed to contact both CW&C Environment and the Environment Agency regarding this.
- The Clerk asked that in view of recent events, a new Employment Contract was drawn up for her. The Chair agreed to look into this matter.
