Minutes of the Parish Council Meeting held on Thursday 29th March 2018 at Bartington Chapel at 8.00pm.

Apologies were received from Councillor Morris, Helm and Brierley-Jones.

No Declaration of Interest was made.

MATTERS ARISING
- Notice Boards – No further news.
- Dutton Oak – The Clerk had not put a note on the Dutton Facebook Page and the Website yet but would do so.
- Tunnel Top Public House – The owners of the Tunnel Top and their Representatives were at the meeting to put forward a proposal of demolishing the property and building 9 detached houses and a village green on the plot. The Council asked why they thought the Public House was no longer feasible and if any affordable housing was to be included on the site. Some discussion was held and the Council asked about the possibility of doing something with the piece of land that was owned by them instead of the forming a new village green that had been suggested. The Architect (Grated Apple) and the owners agreed they would consider the councils views with a possibility of amending the proposal.
- Councillor Cosgrove – Councillor Bloor said he had tried to contact Councillor Cosgrove but with no success. The Clerk was asked to send a letter asking about her future intentions.
- Acton Bridge Repairs – Councillor Fifield said that the Bridge would be partially closed for repair was could not say when this would happen and for how long.
- Mobile Library – The Clerk had details of where and when the Library stopped in the area. It seemed that the nearest stops were Whitley Village Hall and Acton Bridge. Both on a Thursday, once every 3 weeks. 10.10am – 10.40 am at Whitley and 10.55 am – 11.15 am at Acton Bridge
- CORRESPONDENCE
- CW&C – Electoral Review – The Review had now been completed and Dutton and Bartington would become part of the Marbury Ward. This would happen after the next Elections in 2019
- Tangled Web Solutions Invoice £307.50 – This was the payment for the Website maintenance and was passed by the Council
- Elan City – Radar Speed Signs – This Company was promoting their Radar Speed Signs. These were at a cost of between £ 1400 & £1800. These systems included a Traffic Data Collection facility. It was mentioned that Acton Bridge were piloting something similar and it was suggested to look at these again when some feedback from Acton Bridge was available.
- Mike Amesbury – MP Surgeries – This was a poster outlining where and when the Surgeries took place.
- Canal & River Trust – This was a booklet outlining some of the work the Trust did and encouraging support from local communities.
- PLANNING APPLICATIONS
Application No: 18/00384/FUL – Conversion of former barn/workshop to a dwelling – Land at Dones View Farm, Northwich Road, Dutton – No objections were raised.
Application No: 18/00439/FUL – Conversion of existing agricultural shed into 4 dwellings, part demolition of existing agricultural shed to create external landscape space – Land adjacent Hope Farm, Northwich Road, Dutton – No objections were raised.

Clerks Salary Review – The Clerk gave her salary and expenses details which was a total of £2053.16. This was passed for payment
General Date Protection Regulations – The Clerk had been receiving a lot of information on this recently and was trying to come upto speed on what the Parish Council should be doing. It was suggested that the Parish Council join ChALC as it was felt they would be an invaluable resource in the next few months. The new regulations were due to come into force in May 2018
