DUTTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Zoom on Wednesday 17th March 2021

Present: Councillors Bloor, P Brierley-Jones, C Brierley-Jones, Davenport, Morris, D Antrobus, County Councillor L Gibbon

  1. APOLOGIES

Apologies were received from Councillors W Antrobus & Hough, County Councillors Wright and Marshall

  1. DECLARATION OF INTEREST

No declarations of Interest were made.

  1. To confirm the minutes of the Parish Council Meeting held on Wednesday 17th March 2021

          MATTERS ARISING

  • Land at Rear of Northwich Road – The Clerk had composed a letter which was discussed.  A few amendments were suggested which the Clerk would change and resend to be reviewed by Councillors.
  • Drainage issues Higher Lane – A few issues on Higher Lane were discussed and Councillor Gibbon asked the Clerk to make sure that these matters were reported again and to keep her informed.  The Clerk asked Councillor Antrobus to send her any photographs/videos he may have on the issues.  The Clerk would then send them to Councillor Gibbon.
  • Parish Council Website – In line with the Transparency Code the Parish Council was required to have a website.
  • Dutton Oak – The Clerk said she would endeavour to get the issue completed with the help of Paula Helm.  The Clerk asked each Councillor to send her a resume to use in the publication.
  • Union Farm – Councillor Gibbon informed the Council that CW&C were processing a review on all their empty farms and that included Union Farm.  They would update the Council when this process was completed.
  1. CORRESPONDENCE
  • Tangled Web Solution – Invoice £300.00 – The Invoice for the yearly Web hosting was agreed.
  1. PLANNING APPLICATIONS

A number of Planning Applications were discussed and no issues could be found

  1. AOB 

Review & Payment of Clerks Salary / Expenses – The payment to the Clerk of £1743.20 was agreed. The payment of Tax to HMRC of £ 396.60 was also agreed.  Councillor Helm was thanked for dealing with this matter.

Tunnel Top Fence – CW&C had informed the Council that a planning application was being put in for the fence and they would send details once this was received.

Councillor Bloor suggested a litter pick around the village but as most roads did not have a footpath, this may be dangerous.  Councillor Gibbon suggested contacting CW&C and ask them.  The bin at the layby near to the Redacre Close was also mentioned but the clerk advised that this was probably in Halton.  She would contact Halton BC and ask them to look into the matter.

Councillor Gibbon urged all residents to complete the Waste Consultation Survey.  There were a number of changes being suggested and not all of them good!

Members budget funds were still available and if the Council had any Community Projects then they should get in touch as soon as possible.

The Clerk was asked to contact Councillor Hough in respect of the position of Chairman for 2021/2022.

  1. Date and Place of next meeting

The next meeting would be the AGM and this would be held on Wednesday 12th May.  This would be after the local elections.  It was also hoped that this would be a face to face meeting.
