Minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Wednesday 14th May 2025 at 7.45pm at Little Leigh Village Hall.

Present: Councillors Dawson, Davenport, Brierley-Jones, Morrell, Christopher & Councillor Lynn Gibbon (CW&C).

1.         APOLOGIES

Apologies were received from Councillors Antrobus, Hough and Underdown.

2.         DECLARATION OF INTEREST

No Declarations of Interest were made.

3.         Report from CW&C

County Councillor Gibbon gave details on matters including: 

  • National Planning Framework
  • Devolution Plans
  • Planning
  • Northwich Regeneration
  • Policing
  • Current Consultations
  • Members Budgets & Funding Opportunities

The Report which was emailed to the Clerk would in future be sent to each Councillor and to the Website provider for publication.

4&5.    APPOINTMENT OF CHAIRMAN AND VICE CHAIRMAN 2025/2026

As Councillor Antrobus was not at the meeting, the Clerk would check whether he was happy to continue as Chairman for the next 12 months.  Councillor Dawson was happy to continue as Vice Chairman. 

6.         To confirm the minutes of the Parish Council Meeting held on Wednesday 12th March 2025

MATTERS ARISING

  • A533 Northwich Road – Road Issues / SID – Nothing more to report at the present time.
  • Land at rear of Northwich Road – Councillor Dawson had not been able to do anything about this and the Clerk would remove it from the agenda for the time being.
  • Dutton Horse Bridge Repairs – It was uncertain whether anything had been done with this.  The situation would be monitored.
  • Online Banking – 2 previous signatories were required on the forms.
  • Damaged Foot Path Bridge Tunnel End – Councillor Gibbon had kindly reported this to PROW (Public Rights of Way).  It was hoped it would be dealt with soon.

7.         Financial Review & Verification of Accounts ending 31.03.2025

            Current Bank Statement: £ 7192.64

The Accounts had been audited.  There had been a question again regarding the precept which had been addressed. The AGAR Forms were completed and signed, and the Clerk would send the necessary forms to the External Auditor.  The forms would also be published on the website.

  • CHALC Membership: £143.13
  • C Swallow – Audit Fees: £75
  • Zurich Municipal – Insurance Renewal: £ 178.19
  • Room Hire: £30.00

All payments were approved.

8.         CORRESPONDENCE

  • CWaC: Solar Park – Winnington Lime Bed Solar Park – The Ward Councillors had strongly opposed this proposal.  The Clerk had been sent a copy of their objections for the Councils perusal.

Airbnb Properties – The Clerk would speak to CWaC enforcement in respect to this matter.

Speed Limits A533 – Due to another serious accident near to the Garage at Four Lane Ends, the Clerk was asked to contact CWaC and ask if it was possible to look at doing a traffic speed survey with the possibility of the speed limit being lowered and at what cost.

MINUTES OF THE ANNUAL PARISH MEETING HELD ON 14TH MAY 2025

Present: All Councillors as per the Annual Parish Council Meeting.

As the Parish Council Chairman was not at the meeting there was no report for the Parish Council. 

Reports had been received from:

  • Dutton WI

The Clerk would email the reports to the Councillors for their perusal and would also get them published on the website. As there was no other business the meeting was closed.
