DUTTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Wednesday 17th November 2021 at 7.45 at Davenports Tea Room.

Present: Councillors, P Brierley-Jones, C. Brierley-Jones, Davenport, Morris, and Bloor.  County Councillor N Wright

  1. APOLOGIES

Apologies were received from Councillors W Antrobus, D Antrobus & Hough and County Councillors Gibbon and Marshall.

  1. DECLARATION OF INTEREST

No Declaration of interest were made.

  1. REPORT FROM CW&C
  • Consultation taking place on Urban Village No 2 at Winnington.  1500 new homes, Doctors and School.  No new Bridge but Winnington Hall would remain.

  • Members Grants – Did the parish need a grant for anything?  A Defib for the village and costs towards the Parish Land Treatment was mentioned.  Contact Fiona Dunning for forms.

To confirm the minutes of the Parish Council Meeting held on Wednesday 29th September 2021

          MATTERS ARISING

  • Land at Rear of Northwich Road – The Clerk had drafted a reply to the residents.  A couple of additions were suggested which would be added and the letter then sent.  The Clerk was also asked to try and get a copy of the Deeds for the Land.

  • Issue of Japanese Knotweed – The first treatment had now taken place. Next visit would be around March and treatment would be ever 4-6 Weeks through until October.

  • Dutton Oak – The first edition was nearly ready for publication.  Discussions were held on how the Parish Council could obtain Residents Email addresses to that the Newsletter could be send digitally in the future.  Councillor Helm said she would see to getting the Dutton Oak printed once the minutes from tonight’s meeting had been added.  It was agreed to get 200 copies printed.  Distribution would be discussed once published.

  • Drainage issues Higher Lane – This issue was again causing issues of flooding.  More details had been sent to Councillor Gibbon and Councillor Wright said he would chase it up.

  • Queens Jubilee Celebrations – June 2022 – A poster had been designed asking for Resident’s thoughts about the Jubilee Celebrations.  This would be sent out with the Dutton Oak.

  • Parish Council Standing Orders – The revised standing orders had been reviewed and a few amendments were necessary.  These were completed and the Standing Orders approved.  Each Councillor would be sent a copy for their information.  Sincere thanks were given to Councillor Morris for all her work on this matter.

  • Clerks Employment Contract – This was nearly complete.  The Clerk was asked to verify some information.  The Chair would complete the necessary amendments and they would send it to the Parish Council members for their approval before sending it to the Clerk.
  1. CORRESPONDENCE
  • Sam Dingley – Land at rear of Northwich Road – The Clerk had received an email asking if the Parish Council would be interested in selling / leasing a piece of the land behind the ‘Croft’ property on Northwich Road for agriculture use as the enquirer was interested in using the land to house pigs or chickens.  The Clerk had replied inviting the enquirer to a future meeting to discuss the matter further.

  • Eforests.co.uk – Free Trees – This company were offering 150 (minimum) free trees on the proviso that they were planted on land accessible to the Public.  The Clerk was asked to find out some more information.

  • CW&C Tackling the Climate Emergency – An online engagement hub named ‘Inspire’ had been launched and Councillors & Residents were encouraged to get involved.  The Clerk was asked to get the information put on the Parish Council Website.

  • CW&C Consultation – Land Action Plan – This Consultation was open until the 12th December.  Details on how to get involved would be published on the Parish Council Website.

  • Tangled Web Solutions – An email had been received to say the Domain Name Payment, which was due in December, would be added to the Maintenance Fee Invoice due in March.  The Clerk was asked to find out whether there was any plan to increase the Maintenance Fee.

  • The Clerk had prepared the Budget and Precept Proposal.  This was discussed in detail and after some agreed alterations it was proposed and agreed that a precept of £3,300 would be requested for the 2022/2023 year.  Consideration for a new defib and the ongoing land treatments were taken into account.  This was an increase to the last year.

  • Tall Trees, Northwich Road, Dutton – A complaint had been received regarding the work going on at this property.  It appeared that extra work was being carried out, which had not been put on the plans or approved.  The matter had been reported to CW&C who were looking into the matter.  The Clerk was asked to progress this matter.

  • The Clerk was asked to contact CW&C regarding a new Dog Exercising Area that had been developed on Marsh Lane.  A lot of complaints had been received in relation to the noise nuisance it was causing.  It was also noted that a Planning Application had not been seen for this.  Councillor Wright asked the Clerk to send him details and he would get the matter looked into.

  •  Councillor Davenport asked that the matter of the damaged Bartington Village Sign be looked into.  The Clerk said she would contact the Highways Department regarding this.

  • Councillor Davenport mentioned that the matter of septic waste had now been addressed and satisfactorily sorted.  However, with regards to the flowing water on the road, no satisfactory solution had been agreed to and he would monitor the situation during the Winter months.  It was felt that the only solution would be to get a grid connected to the main drainage was put in.

  • Councillor Bloor gave an update on what was happening with the Holly Bush Public House.  A Group called Holly Bush Limited had been formed and local support was encouraged.  It was hoped the Pub could be used as a Community Place for all to enjoy.

  • Due to the difficulty of time and availability of Councillors, it was suggested that the proposed Christmas meal be left until the New Year.

  • The Clerk had prepared the Budget and Precept proposals for 2022/2023. These were discussed in depth and some suggested alterations were made.  Costs for a new Defibrillator and the ongoing land treatment were taken into consideration.  It was proposed and agreed that a precept of £3300 would be requested.  This would be an increase on last year.
