DUTTON PARISH COUNCIL
Minutes of the Parish Council Meeting held on Thursday 20th October 2016 at Bartington Chapel at 8.00pm.
Present: Councillors: Gleave, D Antrobus, W Antrobus, Hough, Brierley-Jones, Helm & Cosgrove.

Apologies were received from Councillor Bloor.

No Declaration of Interest was made
- To confirm the minutes of the Parish Council Meeting held on Thursday 8th September 2016
MATTERS ARISING
- Parish Council Notice Boards – Work on the erection of these was in hand.
- Parish Council Web Site – Councillor Helm said this was progressing well. It was suggested to have a look at Alostock Parish Councils web site as it was hoped to mirror this.
- Dutton Oak Newsletter – Councillor Cosgrove had brought along a sample of the new look newsletter. Further discussions on content took place.
- Broadband Services – This matter was still being looked into.
- CORRESPONDENCE
Greenfingers Landscape Limited – This was a leaflet giving out details of the companies ground maintenance services.
Transition Northwich – This was an invitation to an evening of discussion in relation to ways in which to ease Northwich’s dependency on oil. Councillors Gleave & Helm said they would attend.
- PLANNING APPLICATIONS
Application No: 16/04171/FUL – Conversion of Barns to 2 No Residential Dwellings with associated gardens, parking & landscaping – Meadow Farm, Marsh Lane, Dutton – No objections raised.
Application No: 16/04170/FUL – Conversion of Barns to 3 No Residential Dwellings with associated gardens, parking & landscaping – Woodside Farm, Northwich Road, Dutton – No objections raised although concern was raised with regards to the access with the possible increase in vehicles using the site.
Application No: 16/03005/FUL – Conversion of Agricultural Building to form 1 dwelling – Woodbank Farm, Marsh Lane, Dutton – PERMITTED
Application No: 16/01215/OUT – Extension to Weavervale Park for 12 additional park homes – (Re-Submission) Land adjacent Weavervale Park, Warrington Road, Acton Bridge – REFUSED

End of year Audit – The Clerk had received the Annual Audit Report back. There were a couple of minor issues which would be addressed.
NMC – Newsletter & Fundraising Events
Members were informed that there was a Facebook Page for Dutton.
The Council were asked if they would be prepared to donate funds towards the Whitley Village Hall Roof Fund. This caused some debate and it was suggested that a representative from Whitley be invited to the next meeting to outline the proposal. Councillor Helm said she would arrange this.
An email had been received from Frack Free Northwich who wished to make contact with any farmers who sat on a Parish Council. Councillor Hough said he was happy for the Clerk to give them his details.
