Minutes October 2022

Minutes of the Parish Council Meeting held on Wednesday 26th October 2022 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Hough, Morris, C Brierley-Jones, Bloor & Dawson.  County Councillor Lynn Gibbon.  Residents of the Village.

1.         APOLOGIES

Apologies were received from Councillor Antrobus & Underdown.  County Councillors Wright & Marshall

2.         DECLARATION OF INTEREST

No Declarations of Interest were made.

3.         Update from CW&C

Councillor Gibbon gave reports on the following:

  • Dog Exercise Area – Marsh Lane – CW were not approving the application, but the applicant had withdrawn the application before CW decision had been made. A request for Enforcement to visit had been requested.
  • A new Acting Head of Planning had been appointed to try and help with the huge backlog of applications.
  • There was money available from the Members Budget if there were any projects.  Maybe it could be used towards a Community Speed Monitor.
  • Community Pride Fund – A new slide and equipment were being put in at Marston and the pavements along Alamain Road.  There were many other fundings available.
  • Temporary pumps were to be installed in Northwich to help with any future flooding episodes.
  • Responses to the Hydant Consultation needed to be made by the 10th November.
  • No work had commenced on the issues on Higher Lane, so Councillor Gibbon would again chase this.
  • Soot Hill – It could be another 12 months before this was completed.

            MATTERS ARISING

  • Land at Rear of Northwich Road / Japanese Knotweed Treatment – The metal fencing had now been removed and Councillor Bloor commented that he had been approached by one of the residents of Vale Court regarding this.  Discussions were held on what and if anything could be done to improve the aesthetics of the land. Suggestions of a ‘village working  party’ was made.  After some heated debate and what seemed like going around in circles and nothing being decided the Clerk would remove the issue from the agenda. 
  • New Defibrillator – Councillor Davenport was still looking into this matter.
  • Northwich Road Residents Petition –Councillor Gibbon said she had not heard from the local residents, so no site visit had been arranged.
  • Queens Jubilee Celebrations – June 2022 – The Clerk had spoken to Julia Cooper who informed her that the balance sheet was still being worked on.  A question was raised regarding Coronation Celebrations, but nothing had been mentioned as yet.  It was thought however, that a joint event with Whitley would be a good idea.
  • Hydrogen Pipeline – No objections were being raised against the further proposals of Hynet.  It was thought that long term impact on the village would be minimal.

5.         CORRESPONDENCE

  • CW&C – Community Orchard Scheme – The clerk had suggested that this might have been appropriate for the land at rear of Northwich Road

6.         PLANNING APPLICATIONS

Conversion of 2 no. traditional red brick barns into 4 no. residential dwellings, partial demolition of buildings, construction of detached garaging and creation of a new access.

7.         AOB

A zoom meeting relating to the Council Elections next year was being arranged.  The Clerk was unable to attend so Councillor Dawson offered to participate on the Clerks behalf.  Costs for a possible Election next year would need to be factored into the Budget and Precept requirements.

A ‘Warm Spaces’ meeting had been held on 27th September, but no one had been able to attend.

The hedge opposite the Tunnel Top had been cut back.  The Clerk thanked resident Jayne Furber for her bringing this matter to the attention of the Canals & River Trust and ensuring the work had been carried out.
