Minutes of the Parish Council Meeting held on Wednesday 11th October 2023 at Davenports Tea Rooms at 7.45pm.
Present: Councillors Davenport, Dawson and Christopher. County Councillor Gibbon and 4 Residents of the Village.
1. APOLOGIES
Apologies were received from Councillors Hough, Brierley-Jones, Underdown, Morrell & Antrobus. County Councillors Marshall & Wright.
2. MATTERS ARISING
As there was not a quorum of members present, a full meeting could not be held.
However, as residents were present, updates were given on matters relating to A533 Speed limits and road safety improvements especially after the recent fatality.
White 30mph or slow signs with red strips to emphasise the need to slow down, painted on the road – all markings on entrance to this part of the village repeated as necessary – This will need to be assessed as part of the road marking renewal scheme.
Crash barrier erected once the wall has been rebuilt at this blackspot – We would not look to install crash barrier at this location.
Two interactive signs at each end of this part of the village – costs to be provided for consideration by Dutton PC and from members budget. Through the contract the estimated cost would be 8k. However, the Parish Council could purchase their own signs with our approval to erect work in the highway and relevant agreements in place.
Speed limit reduction to be considered approaching the bend – currently 60 to 30 mph but insufficient warning signs and too big a drop in a short space of time, proposed by the police and supported by members – I will confirm with Dave if a Speed Limit Assessment has been undertaken at this location and whether there was a recommendation to reduce the current speed limit.
Meeting with Halton Council to gain agreement/ reciprocate signage and interactive signs at the Halton end of the village – We would be happy to discuss this with Halton Council.
Road to be resurfaced as appropriate due to bad scoring caused by the concrete blocks dragging across the road – the damage to the carriageway does not meet our investigatory levels for carriageway repairs. I have asked the team to review again to see if it needs to be considered for a recharge following the collision but this maybe unlikely.
Updates were also given on the new entrance at Dones View Farm Barns. Enforcement had logged this and would get to it as soon as possible.
The payment to CW&C for the Election costs of £547.00, was agreed.
Councillor Davenport had made a booking at the Leigh Arms for Friday 15th December and members would be contacted regarding their attendance. All other matters would be held over until the next meeting which was to be held on the 29th November.
