DUTTON PARISH COUNCIL
Minutes of the Parish Council Meeting held on Thursday 12th September 2019 at Bartington Chapel at 8.00pm.
Present: Councillors Bloor, D Antrobus, W Antrobus, Helm, Hough & County Councillors Gibbon & Wright. Julia Cooper – Whitley PC

Apologies were received from Councillor Morris, Davenport and Brierley-Jones.

No Declaration of Interest was made.

MATTERS ARISING
- Notice Boards – The new Notice Board at the Dutton Garage had now been lowered. The other board from the site of the garage at 4 Lane Ends was now with Councillor Helm. This needed some repair and was suggested asking Councillor Davenport to position it near to the Tea Rooms. The Clerk had also received a call from Jane Gleave asking if the Council would consider using a community notice board at the new garage. Councillor Helm agreed to speak to her about it.
- Dutton Oak – The Clerk had not managed to do anymore on this.
- Road Signs – Junction of Barkers Hollow Road – Councillor Bloor said he had not been able to look at this matter yet but would do so.
- Land at rear of Northwich Road – The Clerk had not been able to put her hands on the Deeds to the land yet. I was suggested getting in touch with the Land Registry. Councillor Bloor indicated that encroachment on to the land was being made by adjoining properties. He also said he would try and get on to the field with a view to cutting it.
- Parish Council Accounts – The Accounts had now been fully audited and accepted by the External Auditor.
- Blocked Grids – Higher Lane – The Clerk had lodged the complaint with CW&C and an onsite meeting was suggested to look at this matter and possibly discuss any other highways issues. This would be held on the 25th September and the Clerk would send out a reminder.
- Speed Limit – Higher lane – This matter would be discussed at the proposed meeting on the 25th
- Grass Verges – Higher Lane/Barkers Hollow Road – This had now been cut.
- CORRESPONDENCE
- School Bus Service – The Clerk had been contacted with regards to the school bus service going to Whitley. She had informed the resident she would contact Cheshire West on her behalf but this would probably without success. It was mentioned that the resident may be able to buy a seat
- CW&C Invoice for Election Costs: £90.50 – The Election costs would be paid in 2 halves. One now, one next year. Total: £ 181.00

Julia Cooper from Whitley Parish Council had attended the meeting to ask if the Parish Council would be willing for a joint application for the Members Budget Award Scheme. The money was to go towards the refurbishment of the Play area at Whitley Pre School.
The Annual Parish Council Meal would be at the Holly Bush on the 14th December
