DUTTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Wednesday 29th September 2021 at 7.45 at Davenports Tea Room.

Present: Councillors, P Brierley-Jones, C. Brierley-Jones, Davenport, Morris, and Bloor.  County Councillor N Wright

  1. APOLOGIES

Apologies were received from Councillors W Antrobus, D Antrobus & Hough and County Councillors Gibbon and Marshall.

  1. DECLARATION OF INTEREST

No Declaration of interest were made.

  1. REPORT FROM CW&C
  • An application for funding had been submitted to the Government for a new double bridge at Winnington.
  • The new Green Bin Tax of £40 per year, would start in March.

To confirm the minutes of the Parish Council Meeting held on Wednesday 21st July 2021

          MATTERS ARISING

  • Audit Y/E 31.03.2021 – The Clerk confirmed that the audited accounts had been confirmed with the external Auditors and had been published on the website.  A notice of completion had also been placed in the Notice Board.
  • Land at Rear of Northwich Road – The Clerk was asked to respond to the letter received from the residents, stating that it had been noticed that there had been some use of the land outside of the resident’s land boundary. With regards to information on becoming a Parish Councillor, the residents would be urged to attend any of the Parish Council Meetings, which were always open to the Public.
  • Issue of Japanese Knotweed – Councillor Davenport had visited the site and confirmed that there was Japanese Knotweed present. The Chair had obtained a quote for the treatment of this.  There were no objections to this.
  • Dutton Oak – This was still work in progress and Councillors were urged to send in some information about themselves for publication.
  • Drainage issues Higher Lane – The Clerk asked Councillor Wright if he would speak to Councillor Gibbon regarding this matter.  Further photographs had been sent as the matter had certainly not been resolved.
  • Tunnel Top Fence – It was noted that the fence directly in front of the Tunnel Top had now been lowered.
  • Queens Jubilee Celebrations – June 2022 – It was agreed that some type of event should be held and it was agreed that the Village Residents should be asked whether they wanted or would be willing to attend a Village event.  One other proposal was to hold a joint event with Whitley.
  • Parish Council Standing Orders – The Chair had started to look at these, but it was a bigger job than first anticipated.  Councillor Morris agreed to look at these with a view to putting new ones forward.
  • Clerks Employment Contract – The Chair was still working on this as it had been realised there was a lot to it.
  • CW&C – Notification of Planning Appeal – Inquiry – Dones View Farm – No more news on this had been received.

  • SLCC – Training Invoice: £ 30.00 – This Invoice was passed for payment.

  • Reports from Whitley School & Dutton WI – The Clerk was asked to scan these and send them to Councillors for their perusal.  She would also get them published on the Council Website.
  • SLCC Branch Meeting – The Clerk had had an interesting day at this meeting.  There had been speakers from Cheshire Wildlife Trust, Treestyle Consultancy, Cheshire Emergency Planning Team, CE Council – Rights of Way Team, Stockton Heath Parish Council – Community Governance Programme, SLCC – National Planning Policy & a Time Management Consultant.
  • Councillor Davenport raised concern about septic waste and leaking water on the road near to the Caravan Park.  The Clerk would ask CW&C to look into this matter.
  • The Clerk was asked if anything further had been received in relation to the Broadband Survey that the Council had completed.  She said she had not.
  • The Christmas meal was mentioned.  The Clerk would email all Councillors to see if they wished to attend or not.
