DUTTON PARISH COUNCIL

Minutes of the Parish Council Meeting held on Thursday 26th January 2017 at Bartington Chapel at 8.00pm.

 

Present: Councillors: Gleave, D Antrobus, W Antrobus, Hough, Bloor, Helm, Brierley-Jones, and Cosgrove. Mr Clifford Straw – Whitley Village Hall Committee Member

 

Councillor Gleave wished everyone a prosperous 2017.

 

  1. APOLOGIES

 

Apologies were received from County Councillors Fifield, Tonge and Williams.

 

  1. DECLARATION OF INTEREST

 

Councillor P Helm declared an interest.

 

  1. To confirm the minutes of the Parish Council Meeting held on Thursday 1st December 2016

 

            MATTERS ARISING

 

  • Parish Council Notice Boards – Due to work commitments Councillor Antrobus had been unable to organise the placement of the new Notice Boards. Councillor Brierley-Jones offered to liaise with Councillor Antrobus to get the work completed.

 

  • Parish Council Web Site – This was well in hand. The domain name would be ‘duttonparishcouncil.co.uk’.  It was hoped the site would be operational by the end of January / Early February.

 

  • Dutton Oak Newsletter – Hopefully more update at the next meeting.  It was also suggested that thoughts on its content could be pursued through the Dutton Village Facebook Page.

 

  • Broadband Services – Councillor Harry Tonge could not attend the meeting so it was felt this matter should be approached again when he could next attend.  Councillor Gleave said she had spoken to BT Open Reach recently, but they could not give her any information as to when Fibre Optic Broadband would be available in Dutton but it was unlikely to be in the near future.

 

  • Whitley Village Hall Roof Appeal – Mr Clifford Straw gave the Council details on this project which was likely to cost in the region of £ 125,000 plus VAT.  It was hoped to secure funding from BIFFA and Wren.  Other options had been considered but these agencies had been approached in the past and it was thought easier to use them again because of this.  Mr Straw left the meeting and the project was discussed by members.  A vote was taken and it was agreed that the Council would put forward funding of £3500.00  (This would include private donations from two Councillors of £1500.00)  It was asked if some assurances could be made with the Village Hall in respect of its future use by Dutton Residents.  This would be discussed further at the next meeting.  The Clerk was asked to contact Mr Straw with the decision.

 

  • CW&C Members Grant – The Clerk had applied to CW&C for £750 in relation to Website Costs and training.

 

  1. CORRESPONDENCE

 

  • SLCC – Membership Renewal – £55.00 – This was agreed and paid.
  • ALCC – Membership Renewal – £10.00 – This was agreed and paid.

CW&C and ChALC were holding a Planning Information Evening on Monday 30th January.  Councillor Bloor had agreed to attend.

 

Information about a new BBC2 programme called the “Repair Shop” had been received.  The Clerk gave details and asked if anyone had any suitable items to let her know.

 

  1. 7. FINANCE / BUDGET REVIEW

 

The Clerk apologised as the figures in the reviews had been incorrect is some of the last recorded minutes.  (A transposal of figures).

The Clerk had prepared the Budget requirements and Precept Proposals 2017/2018.  The Council Tax Reduction Grant Scheme would end in 2020/21 so it was agreed to take the full amount the Council would be entitled to up until then in one payment.  This would be equal to £239.00 A total Precept of £2390 was required so £2151.00 would be applied.  The Clerk pointed out that the Precept may have to rise substantially next year due to the loss of the CTRGS.  The Budget and Precept proposals were accepted and approved.
