Minutes of the Parish Council Meeting held on Tuesday 2nd July 2024 at 7.45 at Davenports Tea Room.

Present: Councillors Davenport, Brierley-Jones, Dawson, Underdown, Morrell, Christopher.   3 Residents of the village and Mr Ian Stead.

1.         APOLOGIES

Apologies were received from Councillors Antrobus, Hough and Councillor Lynn Gibbon.

2.         DECLARATION OF INTEREST

Councillor Brierley-Jones and Councillor Dawson made declarations of interest.

3.         Report from CWaC

There was no report.

4.         To confirm the minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Wednesday 8th May 2024

MATTERS ARISING

  • A533 Northwich Road – Road Issues / SID – It was noted that an SID (from Preston On The Hill) have been placed on Northwich Road at the Cheshire West/Halton Boundary.  The SID had had some working issues, some of which had been resolved. Costs were still being looked into for a permanent SID.  The repainting of the white lines and other issues in this area, were on the works list of CWaC
  • River Litter Bins – This matter was ongoing and the next time a village litter pick was organised, it would be concentrated along the stretch of the River Weaver starting at the Leigh Arms.
  • Hedge opposite Tunnel Top – After some heavy criticism from villagers Councillor Dawson had arranged for the hedge to be cut back, even though it was NOT the responsibility of the Parish Council. The costs would be met by the Parish Council.
  • Potholes on Marsh Lane at junctions of A49 and Higher Lane – This matter was ongoing, and the situation would be monitored.
  • Flooding on A49 near to Junction of Marsh Lane – Again this matter was ongoing, and the situation would be monitored.
  • Flooding in Dutton Hollows – CWaC had replied detailing work that had been planned in this area.  This included repairing the vehicle restraint system, verge reinstated to support driven posts; setting the posts in concrete to provide adequate support and prevent further loss of embankment in the future; repairing the footway and reinstating the verges.  With regard to the runoff of water on to the highway, contact would be made with the landowner and requested they deal with this a priority.
  • Road name signs Marsh Lane – These had been reported but nothing had been done as yet.  Another matter to be monitored.
  • New meeting venue – Prices had been obtained and there was little between the cost of Leigh Village Hall and Whitley Village Hall.  After some more discussion it was agreed to use Little Leigh.  Councillor Davenport would make more enquiries with regard to the date availability which the Clerk had suggested for meetings until May 2025.
  • D Day Celebration – No one had attended this which had been held alongside Whitley Rose Queen.
  • Dones View Farm Barn Entrance – The Clerk had contacted CWaC Enforcement and had received a generic email stating that if the matter had already been logged, it was in hand and would be looked at as and when the department had someone available.
  • Folk Festival – Hope Farm – One of the organisers from the festival, which was to be held on 6-8th September, Mr Ian Stead had attended the meeting at the invitation of a villager.  He gave some details of what to expect. He also said he would send a site plan to the Clerk which could then be publicised on the Parish Council website.

Cheshire West had sent an email regarding the 21-day time period to make comments to any planning applications within the Parish.

7.         Financial Review

  • Current Balance: £ 5,371.53

The Clerk had submitted the Financial Statement to the External Auditor and sent them for publication on the website.

8.         AOB

The Clerk informed members that she had had the Parish Council Laptop looked at and had been told that it was outdated and not repairable.  The Council agreed that the Clerk should look at costs to purchase a new one.

A visitors’ book to record the public attendance at meetings was suggested.  The Clerk would look at sorting something in this regard.

Councillor Dawson has approached the owners of the Garage at Four Lane Ends regarding the repainting of the ‘Keep Clear’ area as some issues had been noted recently.
