DUTTON PARISH COUNCIL
Minutes of the Annual Parish Council Meeting held on Thursday 11th May 2017 at Bartington Chapel at 8.00pm.
Present: Councillors Gleave, Helm, Hough, & Brierley Jones. County Councillor Harry Tonge.
- APOLOGIES
Apologies were received from Councillor Bloor.
- DECLARATION OF INTEREST
No Declarations of Interest were made.
- Appointment of Chairman 2017/2018 – Councillor D Antrobus was appointed Chairman for the next 12 months.
- Appointment of Vice Chairman 2017/2018 – Councillor Brierley-Jones was nominated and seconded as Vice Chairman. He was happy to accept this.
- Verification of Accounts Year Ended 31.03.17 and Annual Governance Statement – The Year End Accounts were verified and the Annual Governance Statement was agreed.

MATTERS ARISING
- Notice Boards – The Notice board at the Garage at Bartington Four Lane Ends had now been erected. The Clerk had been asked to find out whether permission would be needed to move the other notice board to another position. Details were still being awaited.
- Parish Council Website – There were still a few issues relating to information to be put on the website in relation to Councillors Declarations and Council Assets. The Clerk would look into this. Councillor Helm produced 3 invoices in relation to the Website Build and the online hosting and maintenance. These totalled £742.50 and were passed for payment.
- Dutton Oak – Councillor Cosgrove was not at the meeting to give any update.
- Electoral Review – Councillor Tonge gave members an insight of the proposals in which it was proposed to reduce the number of Ward Councillors from 75 to 69 and could mean possible changes to the Parish Ward. Closing dates for comments was the 5th June.
- Whitley Village Hall Roof – It was hoped that there would be a decision from Wren at the end of May and Biffa at the end June.
- CORRESPONDENCE
- Community Lincs – Insurance Renewal: £ 150.78 – Details had been sent of a proposal which would lower the Insurance Renewal Premium. If a long term undertaking was made (5 years) the premium would be £144.59. It was agreed to take the LTU and the Renewal was passed for payment.
- Whitley School Bus – An email had been received concerning the use of this service. A resident of the village had been refused use of this service and had been told that their child would need to go their closet school to use it. The Clerk was asked to find out more details before asking CW&C for details.
- CW&C – Appeal against refusal of Application No: 16/01215/OUT – Weavervale Park, Bartington – No action would be taken on this matter and the Council had no further comments to make on its previous objection letter.
- PLANNING APPLICATIONS
Application No: 17/01398/FUL – Demolition of existing outbuilding and erection of new outbuilding with decking area – New Brook House, Lodge Lane, Dutton – This was discussed. Councillor Helm would view the application on line and make any necessary comments.
Application No: 17/01304/FUL – Addition of two Velux Roof Windows – The Stables, Brook Farm, Higher Lane, Dutton – NO OBJECTIONS RAISED
Application No: 17/00873/FUL – Single storey rear extension, new entrance porch and changes to window and door openings – Amendment to 17/00162/FUL – 2 Whitley Brook Court, Marsh Lane, Dutton – PERMITTED
Application No: 17/00560/FUL – Timber Field Shelter to support mixed agricultural & equestrian use of the land – Land Rear 4 Whitley Brook Court, Marsh Lane, Dutton – PERMITTED

Councillor Gleave informed members that she was tending her resignation as of immediate effect. The Council were sorry to lose her and thanked her for all her work and dedication to the Community over the long standing period as a member of the Parish Council.
The Clerk would look into advertising the vacancy.
