Minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Wednesday 12th May 2021 at 7.45 at Davenports Tea Room.
Present: Councillors Bloor, P Brierley-Jones, C Brierley-Jones, Davenport, Hough, D Antrobus, County Councillor L Gibbon
- APOLOGIES
Apologies were received from Councillors W Antrobus & Morris, County Councillors Wright and Marshall.
- DECLARATION OF INTEREST
Councillor Bloor made a declaration of Interest.
- APPOINTMENT OF CHAIRMAN 2021/2022
Councillor P Brierley-Jones was proposed and seconded as the Chairman for 2021/2022. This was accepted.
- APPOINTMENT OF VICE CHAIRMAN 2021/2022
Councillor Ian Davenport was proposed and seconded as the Vice Chairman. This was accepted.

MATTERS ARISING
- Land at Rear of Northwich Road – The revised letter had been accepted by members and the clerk would get them sent out asap.
- Drainage issues Higher Lane – A resident of Higher Lane had contacted the Clerk again regarding issues of flooding on Higher Lane. The Clerk has asked the resident to keep informing CW&C of these matters and would forward their concerns to Councillor Gibbon who would take the matter further.
- Dutton Oak – This was still a work in progress.
- Litter Pick – It had been noted that CW&C had carried out a litter pick within the village. The Clerk also passed on details of the Keep Britain Tidy – Great British Spring Clean which started on 28th May. - Tunnel Top Fence – Although CW&C had informed the Council that an application had been sent for the fence, nothing official had yet been received.
- CORRESPONDENCE
- CHALC Membership 2021/22: £ 132.48 – This was passed for payment.
- Zurich Insurance – £ 144.59 – This was passed for payment.

- Financial Review & Verification of Accounts ending 31.03.2021 – The accounts were reviewed and verified by Council Members. The Clerk would make arrangements for the Accounts to be Audited.
- Review and acceptance of Parish Council Risk Assessment – The Clerk outlined a small change that had been made to this document. This was approved and signed.

- Proposed telecommunications development: EE 77123, Aston Grange Farm GF, Aston Grange Farm, Off Aston Lane, Aston, Runcorn, WA4 4HW – No objections would be raised by the Parish Council
- Keep Britain Tidy – Great British Spring Clean (28th May to 13th June)

- Lamp Post Poppies – This matter was discussed but no purchase would be made.
- The Council had been sent a survey from NALC regarding Rural Broadband. This was completed and the Clerk would send the responses on the Councils behalf.
- A member of Acton Bridge Parish Council had raised an issue concerning Airbnb properties in Dutton. The Clerk had asked for some guidance regarding this and a number of factors with regards to change of use of the properties would need to be established before any further action would be taken.
- The Clerk had received an email from a resident concerning opportunities to join the Parish Council. There were currently no vacancies, but the Clerk was asked to invite the resident to the next parish council meeting.
- Councillor Gibbon informed the members of a new Covid Bus initiative and details of the new Flood Risk Action Group.
- Councillor Antrobus raised concerns about recent break-ins around the village. Councillor Gibbon suggested he contact the new Police Commissioner. John Dwyer
- Some strong discussions were held in relation to the costs of the Clerks Expenses and how and if they were documented correctly
