DUTTON PARISH COUNCIL

 

 

Minutes of the Parish Council Meeting held on Thursday 13th September 2018 at Bartington Chapel at 8.00pm.

 

Present: Councillors D Antrobus, Bloor, Brierley-Jones, Helm, Hough, and Morris.

 

  1. APOLOGIES

 

Apologies were received from Councillor W Antrobus.

 

  1. DECLARATION OF INTEREST

 

No Declarations of Interest were made.

 

  1. To confirm the minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Thursday 7th June 2018. The July meeting had been cancelled due to not having a quorum.

 

            MATTERS ARISING

 

  • Notice Boards – Councillor Brierley-Jones said he had a quote for approximately £300 to carry out the work.  The Council agreed to this and the work would be organised asap.  Councillor D Antrobus would speak to Mr Madden about the removal of the old notice board on this property.  The Clerk asked that the notice board at Four Lane End Garage was removed before the building was demolished and the new garage built.  Councillor Helm commented that the locks had been damaged on this and it was agreed to try and get it repaired before it was re-erected.

 

  • Dutton Oak – No further details were forth coming.

 

  • Councillor Vacancy – No applications had come forward and the Clerk said she would but another note on the Dutton Village Facebook Page.

 

  • GDPR –Councillor Helm stated that she was still looking into this matter, but the document should be ready for approval at the next meeting.

 

  • Tunnel Top Public House – Halton Borough Council had advised that they would not support the proposals for the development of houses at this site due to matters including green belt, area of special landscape value, loss of a community facility

 

  1. CORRESPONDENCE

 

  • Spenergy Networks – Refurbishment of Power Lines – The Council had been informed that refurbishment of the overhead power lines would commence in the village in the next few weeks.  This work had been due to start in 2019 but had been brought forward due to the recent poor performance of the circuit which had resulted in a number of unplanned interruptions to the supply.  Planned supply interruptions would take place but notice would be given to these. It was felt that a meeting with the contractors was not necessary.

 

  • PKF Littlejohn – Audit – The Auditors had been in touch to say that as the Councils financial dealings did not exceed £25000 they would be exempt from the External Audit review.  The review could be carried out at cost of £200.00 but the Councillors agreed that this was not necessary.  The Exemption Form was signed as requested and would be posted on the Website.

 

  • Tangled Web Solutions – GDPR – Sara at Tangled Web Solutions felt that due to the new data protection regulations some updates including a Security Certificate (SSL) were required on the Website.  This would be at a cost of £ 150.00.  The Council agreed to this and the clerk would ask for both updates to be put in place.

Application No: 18/03061/DIS – Discharge of Conditions of 17/02413/FUL – Tall Trees Service Station, Tarporley Road – No objections

 

Application No: 18/03029/FUL & 18/03030/LBC – Installation of an Archimedean Screw turbine adjacent to Dutton Sluice gate, erection of brick power house building on top of the turbine containing the generators and ancillary electrical equipment, existing access track improved to facilitate plant and deliveries and the whole site will be secured by the erection of palisade security fencing – Sluice Dutton Locks – No objections

Application No: 18/02744/FUL – Retrospective change of use of agricultural buildings to the use of storage and distribution of agricultural machinery and plant hire, the siting of ancillary welfare/office facilities and new landscaping.  Proposed angling welfare facility & additional landscaping – Woodside Farm, Northwich Road, Dutton – No objections

It was brought to the Councils attention that work seemed to have recommenced on the unauthorised access on Marsh Lane.  The Clerk was asked to contact CW&C concerning this.

 

The Clerk was asked if the council had been sent any details with regards to the sale and possible redevelopment of Union Farm.  Nothing had been received
