Minutes of the Parish Council Meeting held on Wednesday 12th January 2022 at 7.45 at Davenports Tea Room.
Present: Councillors, P Brierley-Jones, C. Brierley-Jones, Davenport, D Antrobus, Morris, Bloor and Hough. County Councillor L Gibbon

Apologies were received from Councillors W Antrobus, and County Councillors Wright and Marshall.

Councillor Gibbon gave details on the following:
- Dog Exercising Area
- Planning Applications – Very large backlog
- Flooding Issues Higher Lane – Again large backlog of work
- Budget
- Green Bin Tax
- Winnington Housing Application – 1600 houses / New Bridge
- Northwich Land regeneration after flooding
- Waste Incineration Rudheath
- Damage @ Soot Hill – This would be a long-term Project
- Empty Homes Strategy including Farms

To confirm the minutes of the Parish Council Meeting held on Wednesday 17th November 2021
MATTERS ARISING
- Land at Rear of Northwich Road – Another letter had been received from the resident stating their objection to any lease or sale of the land. The Clerk had not been able to put her hands on the Title Deeds or area plan. If she could not find them, she would get another set.
- Dutton Oak – This had now been delivered to all residents in the village. A number of email addresses had been received asking to be put on a mailing list. No requests for a paper copy had been received.
- Drainage Issues – Higher Lane – This was now on the CW&C Highways work programme, but they could not say when it would be started.
- Queens Jubilee Celebrations – June 2022 – No responses had been received to the Councils Flyer. It was agreed to hold a Sub Meeting at the Leigh Arms on Wednesday 26th January 7.45pm. Details would be put on the website, Dutton Village Facebook Page and sent to interested parties.
- Parish Council Standing Orders – These had now been put on the Parish Council Website.
- Clerks Employment Contract – The Clerk has spotted a mistake on the start date. This would be altered and resigned.
- Bartington Village Sign – This had been replaced.
- Precept – The Clerk had sent the form to CW&C for £3300 as agreed at the November meeting.
- Tangled Web Solutions – The Maintenance Fee would be increased to £330.
- Dog Exercising Area – Marsh Lane – This did not have a Planning Application and a retrospective application would have to be made. CW had received a number of complaints directly, so a noise monitoring meter was to be installed in one of the nearby properties.
- Members Grant Application – An application had been sent for £668.00 for the Defibrillator and training.
- Issue of Japanese Knotweed – The first payment had been paid. Paula would check with Peter Bate about the treatment schedule.
- Eforests – Free Trees – The Clerk had looked into this matter and as there was a minimum order of 150 trees, the Council agreed it would not be a suitable project at the present time.

It was reported, with great sadness, that resident of the village Jane Gleave had died suddenly. A sympathy card would be sent from the Parish Council and her death would be announced on the website.
