Minutes of the Parish Council Meeting held on Wednesday 8th March 2023 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Brierley-Jones, Dawson & Underdown. County Councillors L Gibbon.  Several members of the Village, PC Michelle Gillett.  2 Representatives of Garden Parties & Events

1.         APOLOGIES

Apologies were received from Councillors Bloor, Hough and Antrobus.

2.         DECLARATION OF INTEREST

No Declarations of Interests were made.

It was agreed to allow the presentation from Garden Parties and Events in regards to the Music Festival being at Hope Farm from 2nd – 4th June to take place at the beginning of the meeting.  The event was a charity fund raiser for Halton Haven. 

Residents who had been badly affected by the Festival in 2022 raised concerns including traffic management, the number of people attending, unsocial behavior and litter.

It was assured by the organisers that everything possible to make the event safe would be done.  There would be onsite security from 1st – 5th June.  Fencing would be erected on 29th May with the main arena (Big Top) arriving on the 31st May.  Ticket numbers were limited to 499 people per day, and no one would be allowed on site without a ticket.  There would be food trucks and Licensed Bars which would operate a Challenge 25.

Councillor Gibbon suggested that CW&C Highways were contacted and liaised with in regards to traffic issues.  The organiser also agreed to coning off local roads e.g., Lodge Lane and Hill Top Road to make sure that only official car parks were used.

Camping was also limited, and this would be well away from Residential Properties.

4.         To confirm the minutes of the Parish Council Meeting held on Wednesday 18th January 2023

            MATTERS ARISING

  • Defib at Davenports – Councillor Davenport had now mounted the Defib and had registered it.  It was hoped a photograph of Councillor Gibbon with the Defib could be taken and a report put into the local papers.
  • Northwich Road Residents Petition – No response had been received from the Residents.
  • Litter A533 (Applegreen) – The litter pick arranged by Councillor Dawson had gone well and it was hoped others would be held in the future.  The Clerk made apologies that she had not yet contacted Applegreen regarding this matter but would do so.
  • Parish Council Elections – Nomination Packs were handed out to Councillors present at the meeting and would be delivered to those who were not.  It was agreed to hold a meeting on Wednesday 22nd March to complete and verify the Nomination Papers.  Councillor Dawson had agreed to take the completed papers to Wyvern House.  The deadline for completed papers and any withdrawals was the 4th April. 

5.         CORRESPONDENCE

  • CW&C – Coronation Fund – The Clerk had completed the Form and would send it to the relevant department. 
  • Halton CAMRA – An email had been received informing the Council of the possibility that the owners of the Tunnel Top were making plans to the covert the building into a house.  That and the disappointment that Halton Borough Council had not taken proper enforcement action for the continued residential occupancy.

7.         Financial Matters

The following payments were reviewed and agreed.

  • Review and Payment of Clerks Salary/Expenses: £ 1879.36

8.         AOB

  • PCSO Michelle Gillet warned residents to be vigilant as farm equipment had recently be stolen in Dutton.  Her next PCSO Surgery would be on 29th March, Davenports Tea Rooms, 3-4pm
  • Coronation Event – Sunday 7th May @ Whitley Village Hall.  Initial meeting had been held and it was hoped that a Dutton Parish Councillor would attend the next meeting which would be on the 30thMarch 7.30pm.  Banners & flyers were to be produced.  The Event would probably be a bring your own Picnic with Beer available to buy on the day.  Band and possible Karaoke.
  • CW&C – Information regarding Voter ID for elections.  Anyone who wished to vote in person would need form of ID.
  • Free Cakes for Kids – A company in Northwich were offering Free Cakes for Kids whose families could not afford to provide one themselves.  The Clerk would post some information on the notice board and on the website.
