Minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Wednesday 8th May 2024 at 7.45 at Davenports Tea Room.
Present: Councillors Davenport, Brierley-Jones, Dawson, Underdown, Morrell, Christopher. 3 Residents of the village.
1. APOLOGIES
Apologies were received from Councillors Antrobus, Hough and Councillor Lynn Gibbon.
2. DECLARATION OF INTEREST
No Declarations of Interest were made.
3. Report from CW&C
There was no report.
4. APPOINTMENT OF CHAIRMAN AND VICE CHAIRMAN 2024/2025
Councillor Antrobus would take the position of Chairman and it was proposed, seconded and agreed that Councillor Dawson be appointed as Vice Chairman. These appointments would be for a period of 2 years.

MATTERS ARISING
- A533 Northwich Road – Road Issues / SID – Steve, one of the residents and member of the Community Speed Watch Team reported that the temporary SID (Speed Indicator Device) had worked well and it was agreed that a permanent device would be beneficial. Costs would be looked into and the matter discussed at the next meeting.
- River Litter Bins – Nothing more had been done on this matter but it was reported that the situation had improved greatly.
- Hedge opposite Tunnel Top – Pete Bate had visited the site and felt that nothing needed to be done. The situation would be monitored and reviewed as necessary.
- Potholes on Marsh Lane at junctions of A49 and Higher Lane – These had been reported and it was just a waiting game as to when the repairs would be made.
- Flooding on A49 near to Junction of Marsh Lane – The flooding here was currently non-existent. It was noted that it was believed this matter was being looked into but time would tell.
- Flooding in Dutton Hollows – Nothing further had been heard or done on this matter. The Clerk was asked to contact CW&C Highways for an update.
- Hope Farm Festival – Information had been received that this festival had been cancelled. It was noted however that a Folk Festival was planned for later in the year.
- Road name signs Marsh Lane – These had been reported.
- New meeting venue – Council members did not mind if the Meetings were moved to either Little Leigh or Whitley Village Hall. It was thought however that Whitley would have a bigger space for meetings. Costs would be obtained and further discussions made at the next meeting.
6. Financial Review & Verification of Accounts ending 31.03.2024
Current Bank Statement: £ 5759.55
The Accounts had been audited. There had been a question with regards to the precept which would be looked into at the time of the next Budget. The AGAR Forms were completed and signed, and the Clerk would send the necessary forms to the External Auditor. The forms would also be published on the website.

9. AOB
A letter had been received via the website regarding the speed limit and driver awareness, or lack of it along the road which went past the Park Homes and Davenports Tea Rooms. The matter was discussed and it was felt there was not a lot the Parish Council could do. It was felt the difficulties just came down to people not adhering to the speed limit and road conditions.
Councillor Underdown asked if the council had any objections to D Day Remembrance signage being put up around the village. No objections were raised. The D Day Remembrance Celebrations at Whitley would be combined with the Whitley Rose Queen. No payment towards this had been requested from the Parish Council.
The Clerk was asked to get in touch with CW&C Enforcement to ask what was happening in relation to the gate entrance and barn conversion at Dones View Farm Barns.
