Minutes of the Parish Council Meeting held on Wednesday 10th September 2025 at 7.45pm at Little Leigh Village Hall.

Present: Councillors Christopher, Dawson, Davenport, Brierley-Jones, Councillor Lynn Gibbon, Roger Goulding (CWaC)

1.         APOLOGIES

Apologies were received from Councillors Hough and Morrell.

2.         DECLARATION OF INTEREST

No Declarations of Interest were made.

3.         Report from CWaC

  • Marbury Councillors had responded on the Local Plan on behalf of the Marbury Ward.  Concern was raised in regard to the lack of Infrastructure and green belt protection.
  • A letter had been drafted to the Planning Department regarding the large backlog of applications.  It was hoped all Local Parish Councils would use this.
  • A Community Highways Week was being held where areas of Parishes had been identified as needing some tidying up.
  • A meeting had been held to discuss and vote on the Devolution.  However, the Conservative Councillors had walked out of meeting as they felt the vote was not meaningful. NB. Government has confirmed over £650million funding for a Cheshire and Warrington Combined Authority, with a Mayoral Investment Fund of £21.7million per annum over the next 30 years. The funding, with £10.85million to be received in the first year until a Mayor is elected in May 2027, is subject to the three councils approving the establishment of a Mayoral Combined Authority.
  • Councillors were encouraged to attend the Locality Meeting at the Lion Salt Works on the 29th October.  This was the same date as the next Parish Council meeting.
  • Roger Goulding – Green Infrastructure Team Leader at CWaC had kindly attended the meeting to discuss and keep the Council updated with plans on turning Council owned land into green spaces and woodland areas.  This land was previously associated with Union Farm.

            MATTERS ARISING

  • Online Banking – The Clerk had heard nothing more and would make contact with the Bank.
  • Airbnb Properties – Councillor Davenport had reported this to CW but was unsure what could be done.  Councillor Gibbon suggested using the online portal to report it again.
  • Speed Limits & Road repairs A533 – Nothing more had been done on th
  • Knot Weed Treatment – No response had been received regarding this.  The Clerk would try and find out if any treatment had been carried out.
  • Speeding Up Build Out Meeting – The Clerk had attended this meeting on the Councils behalf. Rob Charnley presented information on:

This was followed with a Q&A Session.

  • Highways matters (Motorway Closures) – Councillor Antrobus was not at the meeting to advise on this.

5.         Financial Review

  • Current Bank Statement: £ 6751.32
  • Y/E Accounts – The Audit had been approved by the External Auditor.
  • Room Hire – £ 15.00

6.         CORRESPONDENCE

  • My Parish Council – Move to .gov.uk domain – Councillor Christopher said he would investigate this on the Councils behalf.
  • CW&C – Locality Meeting 29th October – This was being held at the Lion Salt Works.  Councillors had been emailed details.
