Minutes July 2023

Minutes of the Parish Council Meeting held on Wednesday 12th July 2023 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Antrobus, Christopher, Dawson, Hough, Morrell & Underdown. County Councillor L Gibbon.  2 Residents of the Village.

1.         APOLOGIES

Apologies were received from County Councillors Marshall & Wright.

2.         DECLARATION OF INTEREST

No Declarations of Interests were made.

3.         Update from CW&C

  • New Ward Plan – There seemed to be some confusion over this it that there was some thought that Dutton would come under Vale Royal.  Councillor Gibbon assured the Council that this was not the case.
  • Live Well Website – Here you can find information about local services and support for residents in Cheshire West.
  • Police Crime Commissioner Meeting
    • PCSO reports would now include outcomes of incidents and achievements.
    • New faster time to answer emergency calls.
  • HS2 Updates
  • Soot Hill – On time and budget.
  • New Winnington Bridge – New proposals being looked at for resubmission.
  • Pothole repairs ongoing and were contracted out.  People encouraged again to use the report it app.
  • Still large Planning Application backlog.

4.         To confirm the minutes of the Annual Parish Council Meeting and Annual Parish Meeting held on Wednesday 17th May 2023

            MATTERS ARISING

  • Music Festival – Hope Farm – The Music Festival had passed without any incidents.  The Clerk apologised for not contacting the organisers to get their review of the event.  She would however do so before the next meeting.
  • Speed Indicator Device – Preston Brook PC – No reply had been received from Preston Brook PC, so the Clerk would chase this.  Councillor Dawson commented that he had asked some questions regarding this and thought it was not as easy as the Council thought to put one of these in to position.  The SID used before had been a mobile unit so it was thought that it shouldn’t be to much of an issue should the unit become available.
  • Meadow Farm, Marsh Lane – Enforcement had visited the site and made the owner aware that planning permission was required, and they should seek this asap.
  • Dog Exercise Area – No more news had been received on the Appeal although the council was advised that comments on this matter were only closed on 10th July.

8.        Financial Statement

            Current Balance: £ 6471.09

9.         AOB

  • Removal of Canal Litter Bins – The council were concerned about this, and Councillor Gibbon would make enquires to see if the Litter Bin could be emptied by CWAC.
  • Signage @ Hill Farm, Northwich Road – The Clerk had contacted CWAC regarding these signs and whether they needed planning permission.  There was some discussion as to which CW department should deal with this and Councillor Gibbon said she would make some enquiries.
  • Dutton Parish Social Committee Account – Paula Helm had dropped off the details of this account, which had unfortunately been closed in 2018.  The total in the Account was £210.45.  The Account could possibly be reopened, and the money transferred to the Parish Council account, but it may be quite a difficult process.  Councillor Dawson said he would be willing to help.  The Clerk would try and arrange a meeting to discuss this.  Councillor Dawson also offered to pay the money to the Parish Council himself should it be deemed too difficult to reopen the account.
  • Concern was raised regarding possible further alterations to Dones Green Farm Barns.  The Enforcement Officed at CWAC would be contacted regarding this.
  • Councillor Christopher had attended a Climate Meeting.  He gave a review of the meeting including information from the Cheshire Wildlife Trust and the tree planting scheme.  Wildflower Verges were also discussed but it was not sure where they could be put.  Further discussions would be held.
  • Complaints had been made regarding the state of the area around the traffic lights at Bartington Crossroads.  The Clerk would contact the Highways at CWAC to request the removal of the weeds etc.
  • A Councillor WhatsApp Group was suggested and agreed to.
