Minutes November 2023

Minutes of the Parish Council Meeting held on Wednesday 29th November 2023 at Davenports Tea Rooms at 7.45pm.

Present: Councillors Davenport, Dawson, Christopher, Hough, Morrell and Underdown.  County Councillor Gibbon and 4 Residents of the Village.

1.         APOLOGIES

Apologies were received from Councillors Antrobus & Brierley-Jones.  County Councillors Marshall & Wright.

  1. Declarations of Interest – No declarations were made.
  • Report from CW&C
  • Members Budgets – request applications/ideas  
  • Solar Together – CWaC working with other councils on group buying scheme to make it cheaper, check the website.  
  • PROW 3 new officers, Michael Goan, Deborah Lack,Elizabeth Homes 
  • Working with MP for Investment in Marbury related to Network North 
  • Speeding contact

  • Schools all receiving training in web awareness and wellbeing through members grants.
  • Age Uk funding extra hours to recruit volunteers for speaking with people who are lonely 
  • CEO Meeting Agreed for all PCs.  Cllrs to attend, need to know attendance figures and areas of concern, then both specific and general. Template will be circulated with return deadline. 
  • CEO Marbury Meeting date awaited hopefully Feb at possibly Barnton Memorial Hall 
  • Spacehive Funding- 29 proposals none from Marbury. 

Crime 

  • Community Police- reports now include the outcomes to incidents. 
  • Work with PCC on Pickmere and wider issues 

Consultations: 

  • Participate Now -for Residents and PCs join online  
  • Budget. consultation –  Funding our future. Open until 10 December 2023,  and will inform decisions on the overall budget that Councillors make in February 2024 
  • Asset Management Strategy – closing  Sunday 3rd December on improving and maintaining housing stock through ForHousing 
  • Heritage Strategy – closing date Monday  8th January, valuing and promoting our diverse heritage – From our Past Towards our Future to prioritise how heritage organisations and projects are supported now and in the future. 
  • Borough Plan 2024 to2028 – setting out  a shared vision and priorities against 5 key questions closes 17thDecember  
  • Transport Strategy out for consultation  closes 28thJanuary 

Planning 

  • Applications Approx 500 outstanding borough wide down from 700 
  • Marbury – 52 – 34 with a case officer and 18 awaiting an officer  
  • Marbury – 27 out of 34 over 3months old, the other 7 are householder apps and will be determined in a reasonable timescale? 
  • Marbury – I app is over 4 years old in Wincham – cold cases  

Highways 

  • General Road Repairs – plenty of activity across the ward/this is driven by both the regular surveys and reports through the App (encourage residents to keep reporting) 
  • Grids and Gulley Maps available for reference and addition. PM to arrange to circulate Maps. 
  •  Dutton / reviewing speed limit related to the sad death A533 Northwich Rd (reviewing 50mph) 
  • Barnton – A533 looking at speed gun assessment training 
  • PCC funding for overall speed assessment cameras if evidence supports need.   

Proposals for Thought  

  • Neighbourhood Plan – on design /housing/planning  
  • Resilience Plans – on any kind of risk including flooding in preparation– warm hubs/ equipment no more free sandbags  
  • Spacehive / Crowd Funding look for projects to submit for next round of funding – up to  70% of funding could be allocated 

4.         To confirm the minutes of the Meetings held on Wednesday 30th August and 11th October 2023

            MATTERS ARISING

  • Speed Indicator Device – Preston Brook PC – Nothing further had been received from Preston Brook but a resident from Northwich Road have been in contact with CW&C and a temporary speed indicator device would be put in place in January and it was hoped that funding for a permanent device could be sought.
  • A533 Northwich Road – Road Issues / Speed Limit Reduction – Councillor Gibbon said that discussions were still on going but any works including new road markings would be done in the Spring.  
  • Dog Exercise Area – Marsh Lane – This was still open and nothing further had been heard with regards to the Planning Appeal.
  • Canal Litter Bins – Some discussion was had regarding bins, including dog litter bins and it was suggested that the Leigh Arms would be approached to see if they would be willing to put a dog litter bin at the gate leading from their car park down to the river.
  • Signage at Hill Farm – The Clerk would contact the Enforcement Department regarding this.  Councillor Dawson said he would go and see the owners of Hill Farm regarding this matter.
  • Dutton Parish Social Committee Account – Councillor Dawson had had a meeting with Natwest and although not much headway had been made he was confident that the account would be reopened.  He would make another appointment in the new year.
  • Dones View Farm Barn – New Access – Nothing further had been heard and the Clerk would contact enforcement again regarding this.
  • Weed Clearance @ Bartington Crossroads – This area had not been looked at and the Clerk would report it again. She would also contact the Garage to ask if they would help with litter picking and keeping this area of the highways tidy.

8.         AOB

  • Grids – Higher Lane – The Clerk had been in touch with the Highways department regarding the grids on Higher Lane, which after all the work that been done on them, were now being neglected and were becoming blocked  up and overgrown.  They had responded saying that work on them was on their future works listing.
  • Hedge opposite Tunnel Top – The overgrown hedge here had been reported to the Canal & River Trust but as yet it had not been cut.  The Clerk would report it again.
